Why do WordPress sell bad themes Woostify ?

bought a paid theme Woostify
Almost nothing is regulated. Someone can influence the fact that such companies can no longer sell anything.
Neither the header, nor the footer, nor the logo are regulated,
For clarity, I have been working in WordPress for more than 7 years. And I have built more than one site.
And here I just can’t understand what to do. Translate everything into code? Why then buy this theme?
And how can you set up customers like that? I don’t understand…
Maybe it is worth making regulations so that such themes are not sold.
